Could be anything. A rootkit could cause this kind of thing to happen. If you want, I can look over your computer and see if it can be fixed or tell you if it needs the OS reinstalled.
You might want to grab a Linux live CD (I prefer Mint) and run off of that (without installing!). If everything seems to be working OK, there's a good chance it's just something wrong with your Windows installation.
